SERVES 6
INGREDIENTS:
- 18 ounces frozen artichoke hearts, thawed and patted dry
- 2 red bell peppers, stemmed, seeded, and coarsely chopped
- ½ cup kalamata olives, pitted and chopped
- 9 garlic cloves, peeled (3 whole, 6 minced)
- 6 tablespoons extra-virgin olive oil
- Salt and pepper
- 3 tablespoons chopped fresh parsley
- 2 tablespoons lemon juice
- 1 onion, chopped fine
- 1 fennel bulb, stalks discarded, bulb halved, cored, and sliced thin
- ½ teaspoon smoked paprika
- 1 (14.5-ounce) can diced tomatoes, drained, minced, and drained again
- 2 cups Valencia or Arborio rice
- 3 cups vegetable broth
- ⅓ cup dry white wine or Pernod
- ½ teaspoon saffron threads, crumbled
- ½ cup frozen peas, thawed
INSTRUCTIONS:
- Roast the Vegetables: Preheat the oven to 450 degrees and place a rimmed baking sheet on the lower-middle oven rack. In a bowl, toss the artichoke hearts, red bell peppers, olives, whole garlic cloves, 2 tablespoons of olive oil, ½ teaspoon of salt, and ¼ teaspoon of pepper. Spread the seasoned vegetables onto the hot baking sheet and roast them for 20 to 25 minutes, until the artichokes are browned around the edges and the peppers are browned. Allow the roasted vegetables to cool slightly.
- Prepare Lemon Sauce: Mince the roasted garlic cloves. In a large bowl, whisk together 2 tablespoons of olive oil, 2 tablespoons of parsley, lemon juice, and minced roasted garlic. Add the roasted vegetables to the bowl and toss them to combine. Season with salt and pepper to taste.
- Sauté Onion and Fennel: Reduce the oven temperature to 350 degrees. In a Dutch oven, heat the remaining 2 tablespoons of olive oil over medium heat until shimmering. Add the chopped onion and sliced fennel, and cook them until they are softened, taking around 10 to 15 minutes.
- Infuse Flavors: Stir in the remaining minced garlic and smoked paprika, and cook until the mixture becomes fragrant, approximately 30 seconds. Add the diced tomatoes and cook until the mixture slightly thickens and darkens, which usually takes about 2 minutes. Stir in the rice and cook until the grains are well coated with the tomato mixture, around 1 minute.
- Simmer the Rice: Pour in the vegetable broth, white wine, saffron, and 1 teaspoon of salt. Increase the heat to medium-high and bring the mixture to a boil, stirring occasionally. Cover the Dutch oven, transfer it to the oven, and cook until the liquid is absorbed and the rice is tender, taking 25 to 35 minutes.
- Optional Soccarat (Crispy Rice Layer): If you desire a soccarat, uncover the Dutch oven, transfer it to the stovetop, and cook over medium-high heat for about 5 minutes, rotating the pot as needed until the bottom layer of rice is well-browned and crisp.
- Final Touch: Sprinkle the roasted vegetables and peas over the top of the paella, cover it, and let it sit for 5 minutes. Finally, sprinkle the paella with the remaining 1 tablespoon of parsley and serve.
