  • Place the halved waxy potatoes in a pot with a tight-fitting lid. Add enough water to cover the potatoes and a pinch of salt. Bring the water to a boil, then reduce the heat so it bubbles vigorously. Cook the potatoes, stirring occasionally, until they are just barely tender at the center. You should feel some resistance when inserting a small knife into the potatoes. Drain the potatoes, reserving the liquid. Once the liquid settles, pour off the top so that about 2 cups of the starchiest liquid remain.
  • Return the pot to medium heat, and add the butter. Once it foams, add the sliced shallots, sprinkle with salt and pepper, and cook, stirring, until they become soft and golden, approximately 3 minutes. Increase the heat slightly, and add the white wine, stirring until most of it bubbles away, which takes about a minute. Now, add the cream, reserved oyster and potato liquids, and the cooked potatoes. Bring the mixture to a gentle boil, stirring occasionally to prevent sticking, then lower the heat so it barely bubbles.
  • Gently add the shucked oysters to the pot, cover it with a lid, and turn off the heat. After 5 minutes, check the oysters to see if they are turning opaque. If not, cover the pot again for another minute or two. Sprinkle the chopped tarragon on top and give the stew a good stir. Taste the stew and adjust the seasoning as needed.
