  1. Prepare the Tomatoes: Start by blanching the tomatoes. Bring a large saucepan filled 2/3 full with water to a boil. Place the tomatoes in the boiling water for a few minutes until the skins begin to split. Then, drain and rinse them with cold water. Peel and chop the tomatoes.
  2. Cook the Tomatoes: Place the chopped tomatoes in a large saucepan with enough water to cover. Bring them to a boil, then reduce the heat to simmer. This step helps to soften the tomatoes and release their juices.
  3. Prepare the Pepper Mixture: In a separate large saucepan, bring about 2 quarts of lightly salted water to a boil. Add the diced green bell peppers, jalapeno peppers, habanero chile peppers, green chile peppers, onions, and minced garlic to the boiling water. Cook until the vegetables become tender, which usually takes about 15 minutes.
  4. Combine Ingredients: Drain the cooked vegetables and stir them into the saucepan with the simmering tomatoes. Add white sugar, ground black pepper, and chopped fresh cilantro to the mixture. Simmer for an additional 15 to 20 minutes, stirring occasionally. Adjust the consistency by adding more water if needed.
